REPAIR PROGRAMS

The City of Buffalo offers income-based funding for home repair support in designated neighborhoods.

Current Buffalo Urban Renewal Agency [BURA] Programs:
1. BURA Housing Repair Program:
This program provides financial assistance* for repair of a verified critical health and safety issue or other standard repair condition.
 
Critical Health & Safety Conditions are urgent and unsafe. These include:​
  • Complete failure of primary heating system during heating​ season--November 1 to March 30.
  • Complete failure within water line causing flooding or loss of drinking water.
  • Complete failure within sewer line causing sanitation hazards such as active sewage backup.
  • Severe roofing failure causing significant active water infiltration and/or ceiling collapse.
 
Standard Repair Conditions are important but less time-sensitive. These include:
  • Break in sanitary system.
  • Break in water service.
  • Substantially deteriorated roof system.
  • Electrical hazards at main panel.
  • Hazardous chimney.
  • Defective heating system.
  • Defective hot water storage heater.
  • Gas line repair.

* Loan funds are provided at no interest. Amount of loan requiring monthly repayment is based on household size and income.

2. Weatherization Assistance Program [WAP]:
WAP provides free energy-efficiency services to reduce energy costs and improve comfort, health & safety. Improvements are determined during an on-site energy audit and include:  adding insulation to ducts, pipes, and water heaters; repairing or replacing heating systems and water heaters; evaluating mold and moisture hazards; sealing air leaks; and more. Funds up to $10,000 per structure are available to weatherize a home in the City of Buffalo.

3. 50/50 Rehab Program
This program helps Buffalo homeowners share the cost of significant repairs that improve safety, stability, code compliance and long-term sustainability of the home.

 

An eligible household is able to contribute 50% of the cost of repairs from acceptable sources, such as savings, home equity loans, gifts from relatives, or other community-based organization loan funds. Also, unlike other home repair programs, it is not required that the applicant own and occupy the home for more than one full year before application - so new homeowners are welcomed to apply.

  • Roofing/Gutters/Chimneys
  • Porches and Stairs
  • Exterior Painting or Siding
  • Window & Door Repair or Replacement
  • Heating, Plumbing and Electrical Upgrades
  • Lead-Based Paint and Code-Related Repairs

4. Target/Focus Area Program
