NCP Rehabilitates 102 East Side Homes

In 2022, Governor Kathy Hochul set aside nearly $20 million to fund the Buffalo East Home Improvement Program (BEHIP), an initiative aimed at supporting homeowners in need of serious repairs. Buffalo’s East Side is known for having some of the city’s oldest housing stock and high rates of deferred maintenance.

NeighborWorks Community Partners (NCP) was allocated $3.8 million in BEHIP funds to assist homeowners with essential repairs.

NCP received BEHIP funds in August 2022 and completed the first project of the program on October 19, 2022. Since then, NCP has successfully completed 102 projects, with an average cost of $37,000 per project, providing homes with much-needed repairs including new roofing and gutters, rebuilt porches, new exterior finishes, energy conservation improvements, and more. By August 2025, NCP will have deployed all its BEHIP funds at a rate of $1.25 million dollars a year. (read more...)

NeighborWorks Community Partners Receives $2 Million Loan from Key Bank to Support Comprehensive Homeownership Program

NeighborWorks Community Partners (“NCP”) is excited to announce the approval of a $2 million loan from Key Bank. This significant funding will support the launch and expansion of NCP’s Comprehensive Homeownership Program (“CHP”), aimed at assisting first-time homebuyers in Western New York.

The Comprehensive Homeownership Program is NCP’s solution to several issues faced by first-time home buyers. “We know there are numerous programs out there offering grants to first-time homebuyers, but these grants are often set amounts, restricted to certain neighborhoods, or available only for a limited time,” remarked Chris Flynn, NCP’s Director of Lending, “The down payment assistance we provide as part of CHP is flexible and can be adjusted according to the needs of the homebuyer. With this funding NCP is launching a first-time homebuyer program that will be sustainable and available for the foreseeable future.” (read more...)

Joanne & Winston

Joanne and Winston bought their nearly 100-year-old house near the Rochester Public Market 35 years ago. They live with two of their four children and four of their 13 grandchildren. Joanne worked for many years as a daycare provider. She continues to provide before and after school care for the seven grandchildren who live in Rochester. Her husband has been ill and recently had multiple back surgeries.

Their home was dilapidated. When it rained the roof leaked onto the bed, the windows were drafty, and the house needed siding. The family made it a habit to turn away from the house whenever they took family photos. Joanne’s teenage grandchildren were embarrassed by the appearance of the home and avoided being picked up or dropped off in front of the house. It was depressing and overwhelming because they could not afford the repairs.

Joanne with Al from NCP

Joanne called NeighborWorks Rochester (NWR) looking for funds for a new roof. Al met with Joanne at her home and told her she could qualify for some serious home improvements but Joanne met his words with skepticism.  She said, “When Al said we could get a new furnace, a hot water heater, siding, windows, a bathtub surround, and insulation I was like ‘am I dreaming?’ and thought ‘I’ll believe it when I see it.’”

Now the home is warmer in the winter and since they live on a busy street, Joanne has noticed that is it quieter. Getting a new window installed into the bathroom, where there had not been any exterior window, made a huge difference. Joanne says, “I can still hardly believe the change!

Family members actually drove past the house because they did not recognize it and everyone tells them how beautiful the house looks. Joanne’s daughter and granddaughter have not gone to the hospital once since work was completed. Both of them have severe asthma and trips to the ED happened on a regular basis.

Joanne says, “Everyone is feeling much more confident about our home. Especially the younger ones, they see that change is possible. Everyone is feeling upbeat. I feel blessed.

From Rochester Community Foundation Initiative RENEW
Joyce

Joyce, her daughters, and her dogs moved into their current home in 2015. Their new home needed numerous critical repairs and Joyce was “not handy.” Though she tried to start some of these repairs, finding the time to do so was difficult, as Joyce also served as a caregiver for an aging relative.

One of the safety repairs the home needed was new windows, as the existing windows could not fully close or lock. Joyce slept downstairs on the couch for two years to make sure she could hear intruders if someone broke into the home. In 2017, Joyce worked with Action for a Better Community, who recommended she apply to the City of Rochester Windows Program.

Through these programs, braided resources, and inter-agency collaboration with NeighborWorks Rochester, not only was Joyce’s family able to receive new windows that close and lock, but also a new door, a new sewer line, air sealing, insulation, a high efficiency furnace, and other weatherization interventions. After the work was done, Joyce felt safe enough to sleep upstairs in her own bed.

De Randy D.

"Buenos días, Terry. Déjame decirte que fue como si la Navidad hubiera llegado antes de tiempo. Agua caliente, duchas, no tener que hervir agua, lavar platos... ¡Oh, tú! No sé cómo has cambiado nuestras vidas y las has vuelto a hacer más normales. Gracias, gracias, Cullen. Gracias a los instaladores y gracias a todos los que hayan podido haber estado involucrados. Sinceramente, desde mi corazón y el de mi esposa, ¡GRACIAS!"
